Reduced effect, how to remove

Hi. Limited technical english...
The Varadero 125 i am looking to purchase is limited to 95 km/h (original 130 km/h) "by the piston" seller says. I do not understand what limitation can have been done there, and if it is possible to change back to original unlimited super powers  :)
Anyone has any ideas?
The seller said they changed the ignition box to allow 12 000 rpm. But still limited to only 95 km/h.

Riding down a steep hill with a very strong wind behind you you might close to 130 kph but normally its going to struggle to get anywhere near that.

It sounds like the seller is  not being very honest with you. Not a good sign, perhaps its best to walk away and look for another seller.

Sounds like one of those restricted output German models - which is not economically viable to restore to full power.  There's more to it than the ignition module.  Either accept it for what it is, or walk away.
