I know nothing about the law regarding learners riding their bikes abroad.   But as far as an 11bhp bike touring the continent, this has been done many times.   Remember most Brit 350cc bikes were in the region of 11 bhp, without the reliability of modern bikes.   There is also many scooter clubs who tour Europe on their 125cc machines.
There was an Irish rider at VIM6 - Portugal - on his 125 Vara.    The bike will be up for it - will you? ;)

Im up for it wothout a doubt, i just need to get into contact with this irish guy.     otherwise i may have to go for my full licence, dunno how hard that is, i have only been riding a couple of months?

Don't bother getting in touch with the Irish rider, just get in touch with your bike.   Most of Belgium is not worth visiting, you will have fare more pleasant and enjoyable rides in getting out and about in the UK.   Biking is mostly a lonely hobby, get used to riding alone - just ride, ride, ride.   Just remember do not look for chances, wait for opportunities ;)
