Seized idle screw and loose choke

Hi all,

I've for a 2006 dero 125.

First issue is that it idles a little low. About 11-1200 and after idling for a couple of minutes (post being ridden) will eventually drop to 1000.

I've tried to turn the idle screw, but seems stuck.  I don't want to force it, is wd40 likely to work freeing it off?

Next my choke plunger doesn't stay all the way out.  I've tried tightening the back screw but it won't tighten any more than it is.  It frees off fine.

Any ideas on how to increase the friction?  Suppose a washer behind the screw cap might help?
